Quincy Housing Authority Celebrates RAD Conversion at Two Properties

The Quincy Housing Authority was pleased this month to celebrate the conversion of two of its federal properties–O’Brien Towers and Pagnano Towers–under a Department of Housing and Urban Development program called the Rental Assistance Demonstration (RAD). Under RAD, Quincy Housing Authority’s nonprofit arm, the Quincy Development Corporation a 501(c)(3) is able to take private ownership of both properties from HUD.

This conversion provides Quincy Development Corporation local control over housing administration and greater flexibility in allocating funds to better serve our residents. Quincy Housing Authority’s Quincy Development Corporation will shift from the federal public housing model to housing choice voucher model with the sale. Residents at both properties are able to remain in place with project-based subsidies for the 431 units of housing.

Quincy Housing Authority will continue to maintain the properties, are able to invest more resources into resident services, and seek new opportunities to create affordable housing in the community.
